Extra regen -> lane dominance -> lane partner gets gold like he's printing moolah -> enemy surrender at 20mins because they explode

And when the enemy, in a close game is pushing your nexus with 6 seconds left on the death timer...
btw, while laning, Perseverance will give you 0.6 hp/5 on average.
How does that tiny bit of extra hp regen give you any dominance? NintendoGuy got fed on CS because he did well, not because your extra 0.18-0.24 hp per second helped yourself.
Hell, with good hands, you can get back in lane after a death faster to get 40 or so more gold from CS.
1 hp/5 is worth 29 gold. If you get back in lane faster after a death, you can easily reclaim 2-4 extra cs.
You're level 24, I don't expect you to have any experience or any knowledge of theorycrafting, but I know for a fact that you're wrong.
