Only way to play him to his full potential in my opinion.
He is way stronger as a jungler/ganker than a laner.

Start with armor and 5 pots, main priority to start is merc treads (or dodge boots if enemy is AD heavy) and wriggle's. I usually get tier 1 boots before finishing wriggles because Skarner is slow. After those two, get sheen, its amazing. After that, gunblade, starting with revolver. Then make sheen into trinity force. After that its up to you. Sometimes if I want more damage I get rageblade, if I want more durability I get bveil/sunfire cape depending on enemy team comp.

I always start with doran's ring because without it I have mana problems.
It helps a lot.
Also as Skarner I buy an ass load of wards in addition to wriggles. I frequently steal enemy blues and ward lanes to help team mates.
