It should just bore through the champion's head and instant kill it.
Wukong should be able to stealth to someone real quick, crouch down behind them, and extend his pole up their ass and use them as a weapon.
I'd say WW"s ult is better because it suppresses and he doesn't have to be in such short range to use it in the first place.
Skarner ult range needs buffed at least.

Um Skarner's ult suppresses...
If they're too lazy to change his animation to buff the range past 150-175 they could tweak the mana costs and/or damage a bit

Eh, imo Xin is a better laner (duo with someone like Taric or Sion or 1v1 solo) than a jungler
Also Black Cleaver's basically a must build on Xin for me (like Triforce on Nasus), I would swap out Wit's or PD for it (preferably Wit's, and preferably get Cleaver sooner)

Also his ult is under-appreciated, it can do a good 600+ damage on someone with 2000 hp at rank 3, and can make him pretty buff if he lands it on 2+ champs

To be honest, the guide is lacking... Essence.
When making guides for sites like mobafire you can't half ass it since since 90% of people just read the first few top rated guides
You have to really go into detail and provide explanation for everything

Yeah he's a tanky DPS but the mobility he has gives him extra survivability on top of it

I think his mobility is what makes his character.
It does but it's still really strong.
Playing this game while completely stoned is impossible.
2 times in one match where I barely survive a fight and then Xin pops out of no where. I say "well, shit" out loud, then die horribly.
Even my hundreds of wards did not keep him from appearing out of thin air.
