If you need blue on cassio you're doing something wrong, no cooldowns apart from ultimate and manaregen yellows are enough to keep your mana up for most of the time.

I dont even own Cass, i was talking generally. If youre jungling on Yi or someone else who isnt extremely
dependant on blue its generally better to give it to your caster to get him overpower in lane

With my build at least since I don't have any mana regen runes and I build lifesteal Yi.

He can jungle without blue buff. Only in ganks does he need blue.
