Lane Noc can :
-push
-zone
-deter ganks with his shield/fear
-farm decently
Lane Noc cannot :
- get as good early ganks as Jungle Noc
- control buffs/dragon with Smite as good as Jungle Noc
- get so much roaming/placing wards/stealing buffs as Jungle Noc (hello ? your lane is getting pushed during absence)
- abuse enemy sololanes as much as Jungle Noc
- cause as much paranoia as Jungle Noc
On ther other hand, Jungle Noc :
- can be counter-jungled
- needs team to refrain from pushing lanes
- is expected to gank = paranoia doesn't kick in until 2-3 kills
- has a lot of roaming to do (from lane to lane, from pack to pack, buff to buff,etc)
- is in decent spot to be main ward placer = budget cuts or gimping team
- has slightly lesser farm if teammats clean their lanes well
- becomes 100% nuke-at-sight target for team = priotized target in teamfights = has to wait for cleanup duty to be open
- relies on Golem buff
Everything has downsides and strenghts, so don't be surprised/offended if people don't respect all the options equally.
I find jungling to be more fun, easier and effective for team, so I am all for Jungle Noc.
Same probably goes for TehWood.
I am one of those (naive) persons that believe in any combination/build/role and that none of the champions is useless.

all i have to say from my own experience:
All you listed of laning Noct is basic laning stuff capable of like 60/70 champions.
also the jungler list you just listed basic stuff that fits every jungler.
- can be counter-jungled
Actually Noct is quite of the Counter jungler himself, with a fear and a spellshield he shits on champs like fiddles. Many times i can catch the enemy jungler at a buff and rape him.
- relies on Golem buff
This is only true if you spam Q every time its up. You can effectively jungle with your Madred's just with autoattacks. Sure its a bit slower but saves mana.
- is in decent spot to be main ward placer = budget cuts or gimping team
Well Jungler is pretty much the main warder early game and just by buying Wriggles you can get alot done and usually after kills you can afford 1-2 wards easily
