Depends what ELO your talking about. At nooby-publevel alot of champs are super OP. Trynd, Annie, Orianna, Garen, Gangplank, Katarina, Leblanc.
It just depends what level you're balancing at.

Rush Infinity Edge and then Phantom Dancers.
Pure AD deals more damage per second than pure AS, but both are massively lower than having a 50% of each combo with a bit of crit mixed in.

AS is only good on champs with on hit effects, for example kog. You normally get a Madred aswell.

Black Cleaver gives more DPS up to 210 armor and shreds armor for allies to do more damage as well.

Spell vamp = useless on most AD carries. Most of the time, autoattacks do more than abilities. So lifesteal.
Queen Ashe has some of the worst walking animations known to man.

Get 100% Lifesteal on Gankplank.
Have no health? No worrys, Use Parrrely, Crit 1200, Have basically Full health. Problem?
