Anyone can make any champion work. Twitch is ungodly UP, but I've seen people do terrible things with him.
Its not really a problem anyway. I can stomp people flat with Skarner as-is. When he gets his buffs, it will only make it more hilariously sad.

In one i was facing a cass. She got eaten terribly.
A decent Skarner can boss your whole lane and become a nightmare.

Just to mention, what you see there are normal games, meaning your elo is not important. In normal games you will face everyone who is level 30. (if you are level 30)
And if you ask me, Skarner is not a bad hero at all. You just don't know how to play him.

There is an elo for normal games. It places you with people with a similar win/loss to yours.
