I honestly have a very hard time playing as lee sin. It seems like I find it extremely hard to pump out damage.

Defense is:
3 in MR, 1 in armor (jarvan has more armor than MR usually)
Utility is:
3 in good hands, 1 in perseverance, 4 in XP, 3 in mana regen (jarvan quite mana hungry early on)
Runes are:
Marks: ArPen
Seals: Flat armor or armor/level
Glyphs: Flat MR or mr/level
Quints: Movespeed, flat HP, armor pen, and AD are all good.
