Depends on the game, it always does. Garen works really well as a tank, but maybe your team doesn't have enough damage and you have to go DPS.
Ask your team before the match starts if anyone is going full tank, if nobody is you should go tank, if someone is, go DPS
Then there's stuff like if your team doesn't have enough AP damage, which would make you more helpful if you went with an AP character.

Just don't mistake terms.
Tank =/= very tough guy
That's Bruiser. Mundo with FoA, Warmog and Thornmail isn't tank, despite being very hard to kill.
Tank = distrupts fight in favour of team / can initiate and survive initiation / can shield teammates with abilities or champion himself
(examples : Shen can shield teammates with himself partially preventing damage with Feint, distrupt fight with his taunt and counter-initiate by shielding teammates with his ultimate)
Garen can distrupt fight, but he is more of a bruiser because he has only 1 CC, which is his silence.
You can build some damage on him, along with defense and it should work well I think.

Early game yes, because he has defense steroid, but mid/late Squishy Garen =/= effective garen.
Same with AP Alistars. Yes , you can survive enemy team with your ult, but past it you are play-dough.

I just wonder why did they buff her Spear. Thing was already powerful harassment tool, now with pounce she might become the most annoying champion.

That's a HUUUUGE nerf
It lowers her early game burst by SO MUCH! But it is pretty damn big, because now her shield will be a uselesser.

Tank items
By "tank items", I mean a Sunfire Cape* for armor or a Force of Nature for magic. The key thing for a tank is not having a single build but building appropriately for the team you're against. You need that Infinity Edge for damage though. Garen is not the tanky, massive damage asshole he used to be.
Until you get that IE at least.
*Yeah, I said Sunfire Cape. Yes, I'm still not a huge fan of it still but with the Aegis you have more than enough armor and HP.
