No, but 2 of his damage abilities hit twice, and still don't deal that much damage

Basically he is supposed to deal lots of burst, but doesn't have lots of burst.

Only problem with him is that his passive and E are a little lackluster
1.6 bonus ad scaling on a regular skill is great
His Q actually scales unlike Wukong's, plus it does bleed damage with vision
Lee Sin's ult is single target with a chance of knock up aoe damage, where as Talon's is ranged aoe with stealth
1.6 AD is something like 0.8 AP

What's wrong with his base stats?
I've only seen 3 Talons in the game, none of them on my team. One fed a lot, and was just horrible. The other was doing rather well in 3v3, but his team wasn't really good and just fed. I laned against one in bot, but I actually was the one to feed him and he started doing lots of burst damage, his Rake was taking half my hp.
He looks like an OK champion

300 (.9)/600 (1.8) aoe with a 40 sec cd is really good

Lol are you seriously calling a 260 (+1.6 bonus AD) high?
Pantheon's is 225 (+1.4AD), but it's on a 4 second cooldown, meaning you can get 450 (+2.8AD) in the timespan of one rake from talon.
Also, what's really sad is that our chogath got outlaned by a Talon and went 1/7/1.
It's like he didn't know what the FUCK his passive did.

Yeah, E over .75 seconds with no slow
You can't compare Garen and Panth to Talon when for the both of them the majority of their damage is focused around one ability
Also let's compare single target abilities against aoe with utility
