He's not UP If I cared about tiers (which I don't because they're not great at displaying how good a champ is) he would be high T3 low T2 Definitely better than the last 4 champs on release

Tbh I'd rather have a silly up champ on release then a silly op champ on release. atleast the up one wont kick your arse over and over untill riot feels like nerfing it.
