If I have 2 that's one generic AD and one generic AP. No room for tanky, or for tailoring my jungle the way I like it/the way that's most advantageous.

I'm pretty sure you can alter your rune pages just like your mastery pages. Even if you can't, it's still irrelevant. How often do two champions you planned on playing get picked/banned like that?

rune pages cost money because they cost memory on the servers because Riot likes coding things in really weird ways so every rune on every page is technically a different rune so they need to store the memory for each one.

Because I can't find 2 heroes that fill every possible role needed in a match. Different junglers have different pages, and I have an AD and an Arpen page, Mage page, tanky page, etc. I can't be psychic and predict what the team is picking
That 3 --> 4 second CD on his Q was an incredible nerf. It lowered his mid/late game damage quite significantly.

I have two rune pages. I would like more, but it's not necessary. I pick general use runes, like flat armor, flat MR, and then MPen or ArPen. For quints, it's flat AP or Armor Pen.
Regardless of who I'm playing, I benefit from my runepages. They may not be the perfect page for each champion, but I have never felt hamstrung.

Thing is that some character gain from having flat ap runes as an example, like annie, you want those early kill, not late game sustain

No, it's not. It's not more power, it's higher benefit. There is a difference. Your rune page is not any stronger; It's got the same number of runes, you are just prioritizing differently. Further, you can still purchase rune pages with IP, so I'm not sure why you are upset about this.

Swap out jungle/ad if I want to play someone like Morde
