Going to skip over your little chit chat about Skarner being blah and just state that Skarner needs a buff. I don't care if you did good with him, he needs a buff. If you're so great with a character that needs buffing, why complain about him needing buffs? Also, the people you fight, are bads. Show me you getting great scores as Skarner at 1500+ Elo, which you won't/can't. Otherwise it's full of bads. How do I know it's full of bads? I'm one, and I can still get 20 stacks as Evelynn against people with 1k wins. Those peeps with 500 wins, probably have 500 or more losses as well. Skarner is so easy to fight and only becomes a minor threat, if any, late game when he's finished building.
TL;DR: Skarner need buff, player you fight bad, they all bad, baddies. Quit denying the badness that is Skarner.

I would agree but ELO isn't a very good thing to go by, because a lot of good players (Most of FP) are kept out of their proper ELO by idiot team mates in solo queue.

best advice i can give is don't play olaf, he used to be amazing but he's really really outclassed now

Not really, if you decide to be a lane olaf and level up his E first, lane with someone with a stun, you can go beastmode pretty quickly.
