I mean it's situational, it's great on like shen or if you're going for some crazy regen build but normally, it's just not worth it.

How is Randuin's not worth it?
Seriously, it's probably one of the most cost-efficient high-end tank items. It actually gives HP, and builds from a HoG, which is very useful midgame. It also makes Randuin's much cheaper. Randuin's also has an AOE AS and movespeed slow, useful for tanky dps initiates (xin zhao, jarvan). Frozen heart is probably better on a tank since no one attacks you, so you can have the AS slow anyways, but Randuin's is better on peeling tanky dps characters, since you're trying to force the carries out of the fight, forcing them to attack you.
Frozen Heart mana is wasted on most champions (except for singed and blitz) although the cdr is nice.

You don't need them to attack you. Its active does the slowing.
