First 9 levels no, but then beginner starts to give less than Intermediate.
Summoner level 1-9: No penalty.
Summoner level 10-19: 25% penalty on beginner.
Summoner level 20-29: 50% penalty on beginner.
Summoner level 30: 75% penalty on beginner, 25% on intermediate.

Ehh... Vayne is a champ that relies on ATK speed, get berserk's greaves unless enemy is stacked on CC.
