This is how I currently build her:
1. Boots, 3 potions
2. Rabadon's Deathcap
3. Finish boots in to mpen boots
4. Void Staff
5. Rylai's
6. Zhonya's
7. Deathfire Grasp / Banshee's / Force of Nature / Sell mpen boots for merc treads
Maybe build a mejaj's at the start instead, since annie is already focused as hell, and with this build I can maintain some stacks.

But isn't it smarter to get mpen boots a bit later in the game? No one really builds a lot of MR early game, and you should have enough mpen from 9/x/x mastery and runes.

Getting them early on will give you movement speed to get in range for tibbers since most people only have level 1 so early.(It allows for easy kills while flash is down) It also makes it so a carry has 0 resistance to you so getting kills is real easy.

Every time I play Singed I literally count down seconds before someone goes "OMG, TEAR! L2P!" after I aquire it.
Never once did I lose only because of that 1k gold, many times it was that 20 or 10 hp that held me alive.

I believe it's 1 time policy.
You can ask for 1 refund on no matter what (IP bought stuff I believe). Though it's up to 3 items of purchase, again, not certain as I've never asked for a refund.

"Bot game" applies to enemies and sometimes teammates.

2. catalyst/dorans rings(1-3)
3. sorcs shoes
4. deathcap/roa depending on how the game is going, deathcap for more rape, roa for more survival (but obviously you need deathcap)
5. void staff
6. rylais
7. defensive item (usually ga)

You wanna hear about the greatest comeback? Sure you do. Anywho, me as Annie in mid, my 2 friends as Trynda and WW. I somehow manage to die 6 times within 5 minutes to Karthus and my WW friend DCs at level 3. I get pissed. I end up with the most kills out of anyone, have some sick W's and Rs on stacked and we won 4v5 somehow. Was pretty awesome. - So the reason I had 6 deaths this quick is because I was watching my friend nearly die before minions spawn. Suddenly I see half my health gone. Karthus had been bombing me. I think I can kill him anyway after 30 secs or so, but he gets away with like 20 health. I tilt, get pissed. Die 5 times more, only kill him once and got ganked by Olaf from the bushes. BUT I MADE EPIC COMEBACK
