He's supposed to be a tank, but you could build with a little bit of both, and as far as tankiness goes put more emphasis on MR, because you get AP from his MR
Stack MR and get Deathcap + Zhonyas.

Had a few good games going as AP rapetrain soraka, and then suddenly
a Vayne on the enemy team.
and then my mid feeds her.
and then we lose.
EVERY FUCKING TIME I PLAY AGAINST VAYNE. It isn't like she is OP, it just seems that no matter what, my teammates never have any idea how to fight her.
Just played with a 4-man premade on my team. Can't understand how a premade can fight like that all the time, though.
Their singed was just trolling late game, with 504 ap and using his E (1:1 ratio) all the time.
i'm so close to vayne, I played her on my friend's account for 1 game. Loved her <3
but got back on my account, played games as Blanc/Jax and my barely incoherent teams fed 7-10 kills before 15 min mark

Honestly he's not even overpowered, it's like calling a late game malphite op because he's so hard to kill except singed has far less health, mr and armour but is backed up by having a ridiculous ult that increases everything and lets him get away
There's nothing over powered about him, it's only because of how hard he is to chase that keeps him alive and he can't even be properly tanky until you get a good amount of cs/kill steals early on

I didn't enjoy playing Vayne. Also, as stated before, her true % damage is fucking gay and faggoty. Every time I see an enemy Vayne, it's an auto loss. In fact, any hard carry on the enemy team gets auto fed by my derpmates and they become near unstoppable.
Edit: Singed does stupid amounts of damage while being tanky as hell. Singed needs nerfs.

By the arm part are you meaning that it's larger than the other? I tried to make it look a bit smaller because it's supposed to be trailing behind him a bit.

Maybe it's just that I've not even gotten to ranked yet so the skill of the players I go against are fairly low, but I've always been able to burst down a singed pretty easily, the only danger against him is that he can fling you into all of his team-mates and then you're fucked
Whenever I've played him I've played completely to troll the enemy into following me whilst the rest of us do baron, because people are dumb and will chase me when I have full mana and a rylais just because of my low hp
Also I'm amazing at stealing kills and getting 100's of cs so I can just get great items and tank every tower whilst killing even more creeps but if I get the whole team on me I'm dead most of the time

Ranked is the same as Normal. Only difference is you get rated. Both Ranked and Normal have freaking retards. Regardless though, Singed is stupidly powerful. Fight against someone that's not a vegetable and you'll see how terrifying Singed can be.
