Also, if Riot made it so that the more daggers that hit in his ult, the more damage it would do would be really cool and increase the skill cap as well as adding more burst possibly.

He's pretty balanced IMO. He doesn't really need buffs.

I think his ratios need a tiny buff (like .1 or .2) but, for an assassin, he is sitting in a pretty good spot.

Talon rapes midgame, the problem is lategame where he doesn't have enough damage to burst a carry down to around 30-40% or so.
If you're not going to jungle, just get Talon. He's one of the few decent assassins.

Talon's problem is that he needs to farm very well in laning, which is probably his worst point in the game, and build very particularly. Like, the items you buy and the order you buy them in matter more than most other heroes.

Fiddle can be a jungler yeah. Just because something works as a jungler doesn't mean it won't work as a laner. Lanewick, lane Udyr, Xin, etc.
That one Entropy item might make AD casters like Renek and Talon very viable in Dominion.
70 AD, Slow, True damage, 275 HP.

Noct works fine outside jungle, but its not actually that hard to jungle. It comes down to personal preference really.

Laning nocturne is not good. I repeat, if you want a laning assassin, pick Talon/Lee Sin/Akali.
He needs to push the lane to sustain. (very strongly). His sustain also has a high cooldown. (don't fautoattack creeps, so no cdr on passive).
His mana costs are quite high. In lane, you're going to run oom if you even try harassing.
He cannot do much about getting harassed. Sure, you have spellshield, but it has a very long cooldown.
His sustain is subpar most other solo laners (renek, lee sin, irelia, etc).
You cannot utilitze his ultimate to it's full potential.
If you want to, we can have a go at 1v1 nocturne vs. other top laners. Nocturne will be outlaned by most matchups.
You CAN lane as anyone, but whether it's optimal or not is a COMPLETELY different matter.

He's always going to be pushing the lane with his passive. The thing is that he doesn't have a very reliable escape to make up for it (renek with 2x dashes and a bigass hp boost). Your lane will always be pushed, and when someone ganks you, you're fucked.

Nocturne's skillset is perfect for jungling. I don't see why you would lane when it's weaker than jungle by a ton.
Anyways, you should learn to jungle. Everyone should.

Nocturne's damage is actually mostly sustained because of the fact that he has three very strong steroids.
In lanes, you won't be able to utilize that. While laning, burst damage is usually much better, and Nocturne doesn't really have that much (very high innate sustained dps though).
Renekton, Irelia, Lee Sin all have high burst from their abilities. In lanes you won't get very many opportunities to autoattack someone as a melee character.

Farm worst point? Yeah no.
Rake farms ridiculously well. Look at champs like Poppy to see what bad farm is.
