Having it show up on your record that you lost a terribly fit dread would make future recruitment more difficult.

Most big alliance's will pay for another or give you another cap usually.

From square one. Get a rifter.
From there:
Go to Red Vs Blue for some highsec PVP.
Find a lowsec pirate corp that takes in and trains newbies.
Find a 0.0 PVP corp recruiting newer members, gain some basic experience.
Run around lowsec and 0.0 shooting things.
Watch PVP videos and learn tactics and such.
Slowly work your way up to larger and more varied ships, to match your skill and experience.

I'm using this for PVE. Is it acceptable or is this completely horrible and should I kill myself for thinking this is alright?
If you actually want to kill anything you'll at the very least need a warp disruptor/scrambler. Let me see what I have from my days flying a Merlin.

Thrasher is a fine star vessel boat, the fit you're using isn't

Autocannons or artillery, fit pure of each, and move yourself to a position where you are able to use them effectively. (Ideal range for ACs is not same as Artillery, so mixing half and half means you're doing poor dps at all ranges, rather than good dps at a particular)

The [url=http://dl.eve-files.com/media/corp/wensley/The_Rifter_Guide_Solo_PvP.pdf]rifter guide[/url] linked a few pages ago (though it's PvP focused) might help out a bit because the thrasher is basically a fatter rifter.
I was running autocannon and howizters before I switched them out for rails. The 2 howitzers made up prolly 90% of my damage and the autocannons couldn't hit for shit unless I closed under 2km. However I was at ~80 dps with the auto/arty setup and ~50 with railgun/arty but with the latter combat was alot quicker, I took alot less damage, and I killed ships faster.
Any recommendations for a ship setup to grind some ISK while I train skills up so I can nab a Covert Ops frigate?

Go into any asteroid belt find a miner and try to ransom him, it works best in high sec, if a box pops up saying it's a dangerous act just click yes, it just means they can shoot you back and miners have no guns :).
