It seems so. Personally I don't like the CQ. It looks awesome but it's an unnecessary tool.
If this is the case, then they severely cripple anyone who multi-boxes accounts. Incarna stuff is nice, but I was assuming they would have an "Enter CQ" button somewhat like the Undock button.
