Are you using the word "ratting" to mean mission running? They're two different things: ratting is when you fly to belts or anomalies in a system to kill the npcs you find. Missions come from agents and send you to specific places with an objective that you need to complete.
seeing as i have no level 2 mission agents i think ratting would be most profitable the thing is i have no idea where i should rat and what fit i should i get i assume i should go to lowsec to rat since bounties are bigger there

That would be a bad idea, going to lowsec for ratting. The bounties are better than highsec, true, but you're also going to be a juicy target for any pvp ship that comes by.
If you want easy PVE income, work your way up through highsec missions. There are other ways to make money, but missions are the easiest way to do it.

Lowsec is too risky to do anything in belts. Nullsec is where ratting is profitable.
i have been doing lots of missions for the same corps and i cant seems to get a high enough standing to get to level 2 agents with them no matter how many i do
Train some social skills.
Stick to one corp like the Caldari Navy.
After a month of solid mission grinding you can get Level 4 missions.
but grinding missions is terribly boring and very little rewarding

after countless hours of research i have found out that drakes are effective against guristas beacuse of them using missiles so i guess i need a gurista ratting fit for my drake
Countless hours of research? The fact that Drakes use missiles has nothing to do with their effectiveness against Guristas.
The fact that they have a damage bonus to kinetic missile damage has plenty to do with their effectiveness against Guristas.
