The only thing that bothered me about incarna, is how they hyped the [I]fuck[/I] out of it, and when it came out it was a buggy, single room, single race, useless, captains quarters.

If you're talking differences between which race to choose for your character, it really doesn't matter anymore. At this point, pick the race whose space you want to start in, since they all pretty much look the same and you can cross-train into any race's ships.
Otherwise, the differences between the factions are the tanks and weapons that they fit.
Gallente - Armor, drones, hybrids
Amarr - Armor, lasers
Caldari - Shield, missiles, hybrids
Minmatarr - Shield, projectiles (some of their ships can armor tank and use missiles, but their best setups are shield+projectile focused)
So what faction should I choose? In terms of weaponry and armor?
If you're going to run missions, Caldari.
If you're going to PvP, Amarr or Minmatar (or Drake)
If you want to feel underpowered, Gallente hybrid ships.

Minmatar= Shield armor, projectiles and Missiles = alot of training.
The Ragnarok titan even uses a dual weapon system.

[B]Minmatar: Most Advanced race[/B]
Most minmatar ships can easily be run in either armor or shield setups, with a combination of missiles and projectile turrets. They're very versatile, but consequently require good skills in both gunnery and missiles, shield and armor, making them more skill-intensive than many of their counterparts. They use no cap for their guns and are excellent in most pvp situations, as they possess incredible mobility on many of their hulls. Their guns are some of the best in the game due to their freedom from capacitor use and ability to select range and damage type to fit their targets.
[B]Caldari: Most Straightforward race[/B]
The majority of caldari ships are very simple. Missiles and Shield. They tend to be slightly lower damage than most of their counterparts, and relatively slow, but sport a great tank to compensate, and good weapon range. They use no cap to fire missiles, but pilots who use ships with a hybrids bonus will find this an issue. Missiles and shield are very easy to use (Point,click,tank) making caldari a great starting race, and with ships like the drake and raven, a great way for newer players to start off.
[B]Gallente: Most Misunderstood race[/B]
Gallente ships are a weird medium. The majority of them fit armor tanks, and use a combination of super-close-range blasters and drones (Often a 50/50 damage split between drone DPS and gun DPS). Getting caught by a gallente ship in its optimal is a death sentence, but it is relatively easy to avoid them if you know what you're doing. Some pilots choose to shield-gank fit their blasterboats for massive DPS increases at the cost of tank.
[B]Amarr: Most Rugged race[/B]
The vast majority of Amarr ships are relatively straightforward. Brick armor tank with lasers. Lasers are fun because they are able to switch ammo instantly to adapt to changes in their situation, and with T2 lasers, they get access to scorch ammo, which significantly boosts range without sacrificing much dps.
