It's far easier for them to let the community do it, as they can't get legally attacked, and people who really want it can have it.
I wonder why PETA hasn't complained about killing a bandit's dog in Oblivion, but killing an innocent child in a city is crossing boundaries. The reason is that organizations like PETA is afraid of that some people may want to kill their animals because it is the closest living being that you can kill, it will also not tell you if it is in pain the same way as a human being. The same is for children, if you're playing Skyrim, and your neighbor's kids annoy you, what would you want to do when you play a game that includes murdering and children annoy you. If the game also included killing children, it would be like pouring gasoline on a fire. Children are also weaker than you which makes them an easy match.
Also, for all of you that may have hope for mods, the children may only be animated NPCs so they do not require ragdolls, which means that the modders have to decompile, edit and recompile all the child models to add a ragdoll.

The kids are going to be handled just like in FO3/NV so I don't see that being a problem.

It's not illegal, but the ESRB would rate the game AO, PEGI wont rate a game where the player can kill kids and neither will the BBFC, the former making it essentially illegal, the latter making it actually illegal.

Illegal in the UK, kind of. It's not actually illegal but it wont be rated which means selling the game would be illegal in the UK, everywhere else it wouldn't be illegal to sell but stores wont stock unrated games.

If you don't wear any armour, you don't get the benefit of Unarmoured unless you have the code patch, even then I've heard it still doesn't work correctly. If you want something with an armour rating that doesn't look like armour wear cloth bracers. Oh and hand-to-hand is incredibly effective if paired with damage fatigue spells.
