At like level 3, when I first got Dogmeat, he would always be the biggest nuisance and get himself killed over and over again.

But then, at level 20, he could solo deathclaws, so it didn't matter anyways.

Various companions, be they animal or person have been confirmed. You can have a dog companion but it's unknown if it's a specific dog or if you can just befriend any mutt and have him follow you around.

I don't recall anyone saying it was banned, just that nobody openly practiced it anymore because Traven was such a douchenozzle about it
