I don't think there's any game on the market today that explicitly requires DX11, and there's like maybe two or three that require DX10. Since it's loosely based on the same engine they used for Oblivion/Fallout 3 and made to work on xbox hardware, I imagine if you could run those games you should be able to run this.

Also, as I recall there's no actual DX11 effects in the game and it's essentially just there for modders to make use of.

I am so excited for this game's release. I love games with character creation and sandbox story lines. Oblivion was awesome, but I'm confident this game will be better in just about every day. I really hope they make the voices less annoying, though.

If you do do they swim around so they are harder to catch? Seems a bit weird to just take them with your hands but I guess having a fishing mechanic would take some time and would be hard to make it work too I suppose.

I installed a ton of mods, and never really had too many problems with them. I just used Oblivion Mod Manager, and everything seemed to work out in the end.

Are you using OBMM, Wrye Bash or doing it manually? I used to use purely OBMM until my most recent reinstallation, when I decided to bite the bullet and learn Wrye Bash. It took a while to learn to use it, but I'd say it made mod installation much easier.
