People seem to think that the people returning stuff will be annoying, it's not like it will cut to the full frontal face conversation mode that's in oblivion, so it'll be perfectly easy to ignore someone trying to give stuff back to you (I hope)
nor will it FORCE IT BACK INTO YOUR INVENTORY, people seem to be way over-reacting
just hope there's not some repetative comment they say...

I don't think it will be annoying, I just find it easy to joke about. It also add a lot of immersion instead of oblivion where you drop a lot of stuff in front of someone they just look at you while trying to walk over it.

Most chances are that the game will crash first but on a more humorous note - Probably a dragon will snatch him up and eat him.

NPC's don't get overencumbered, that's why you can sell them a cities worth of shoes for what ever gold and they can still walk home

No, shops have their goods hidden in chests beneath their stores/somewhere in the world. Ever tried pickpocketing back your items? Doesn't work, because they don't actually hold them. Overencumbered = what burden does.
(Think about the traveling merchants in Fallout 3, the brahmin pack which holds items)

What if you walk past him and suddenly he yells "Hey, you dropped all these" and you get over-encumbered while he walk away victoriously.
