No! The could leave enhancement and appearance not bound so weapons could have same power but look different. Also no level cap for upgrades?! That'd be gamebreaking

I actually like the idea of not being able to get all the perks with one character, so you really have to specialize in one/a couple skills. If you could have all you would be much too overpowered. I think it adds a lot more replay value, because ervery character will be much more unique.
hopefully the guild quests are more specialised, in Oblivion you could be Arch-Mage without knowing a lick of magic.
They probably are. Perhaps they won't even LET you be the head of the guild if you haven't got good enough level in that area? Or perhaps you will have to fight enemies more susceptible to that area? Although all enemies are susceptible to SWORD

You can't become headmaster/dean/Arch-mage in this game, they've said it before :v:
