We got to keep in mind too that a lot of what was in the earlier games was latter retconned to explain their existence. Beth came up with the idea of different Khajiit breeds and such once they began to flesh out the lore of Tamriel and the game world. The UESP also provides a description the game gave with the race then:

Of course later they began to have Khajiit more as intelligent feline-like creatures with varying appearances, as opposed to a humanish race that evolved out of a feline ancestor. Argonians in Arena looked more like space lizard things

They've done this all over the place. Before Morrowind, Vvardenfell was depicted as a much more hellish and uniformly 'volcanic' landscape, different from the more varied depiction present in Morrowind. Oblivion itself showed Cyrodiil as more temperate as opposed to 'tropical' that older versions showed it as. Contrary to 'popular' opinion in the community, this change was actually done during the development of Morrowind rather than Oblivion. In-game books added in Morrowind depict the province of Cyrodiil in the same way Oblivion has portrayed it. A selection from "A Dance in Fire" which first appeared in Morrowind

There was lore established in the previous games. It wasn't as varied though since the earlier games didn't have the ability to store as much information in the form of in-game books, but it was there in what books existed and the game play. As well as any documentation that came with them.
The main thing that has changed is the developers have constantly reinvented their world and retconned what came along as they thought of better or at least more presentable ways of making the world look convincing. It's the process of world building.
Now you can get some people very obsessed with it. Some gents over at Imperial Library website are case and point, to the point they feel they have more authority over the Elder Scrolls universe than the people who made it in the first place.
So are there any really good graphics mods for Oblivion that generally just reduce the ugliness of the landscapes?

Oblivion is on the SAME consoles as Skyrim (meaning oblvion could have looked just as good as Skyrim does now, the software was obviously available if you payed attention to other games released in 06 and 07). Making your argument void. If this was a PC only world (which you must think it is) then what you are saying might actually make a lick of sense.

Over time developers are better able to utilise the performance available on consoles (and PCs), just look at a game like Metal Gear Solid 2 vs 3 or Final Fantasy 9 vs 7

That is really no excuse for having oblivion look the way it did. It might as well have been on the gamecube with those graphics. Trust me, it was not a time issue. More of a team issue.

I'd say Oblivion looks better...
Hard to compare though, it's a completely different style.
The thing about Oblivion is, graphics or not, there are some breathtaking landscapes.
Can't say that about Saints Row.
You have to take into account what type of game it is. If you made the best looking game in the world of all time, and it was open world with the most incredible draw distance. Well, good luck.
