That is why gameboy roms and the like have been able to continue so strong, as a front they're provided as 'backups' or 'replacement files' for people who've already spent their money.

Even if you get the game reatail and you activate it on steam, you have the option to install from disc. Do that, wait for Skyrim's Script Extender, and you're home free.

Steam Offline Mode exists for a reason. Connect to the internet when you install, and the next time you launch, if you have no internet, you can use offline mode.
