I mean goddamn my PC is bad (1.6 ghz processor and 856 or so RAM doesn't help) but I can run Oblivion with Large Textures, Morrowind maxed (not with the dynamic shadows on for some reason) and high resolutions in Oblivion (I disable shadows and bloom lighting).
I hope I can run Skyrim, but i'll buy it even if I can't.
