They said something along the lines of "An arena [I]like the one in Oblivion[/I]" implying that there wont be one giant arena.

I still have hopes that some towns/cities/settlements will have small "fighting pits" outside of town where you can go and waste people for dosh. When most people mention an arena, they are just referring to a place in which you fight against other people/animals for money.

Yeah, there are five "holds" which are basically like regions or counties, they each have their own authorities and bounty system, or at least the ones with major cities do.

It was annoying when you're trespassing and if you don't leave they'll eventually say

"That's it! You didn't leave, so I've called the guards!"

The guy is standing in the exact same place, no guards were called, but 5 seconds later one comes through the door to arrest you.

My next Oblivion playthrough (after doing the Mage's Guild and the Dark Brotherhood quests) will reinvent Milos from a polite city thief curious about magic to a magically adept runaway slave from Morrowind who is laying low in villages and wildernesses while never joining any guilds. He still gets arrested for peeping on lady-types but more out of curiousity than lust. The guards didn't know who he was so just stuck him in the most out-of-the-way cell until they figure out what to do with him. Horray for Wizard's Tower and Spell Tomes.
