Actually despite Tod and the other guy stating this, it is still a topic which people are very unsure about.
There was a preview in which A guy stole a horse, where there were no witnesses, yet upon arriving back into that town a guard approached him and asked him to pay the fine.
Now there are three options:
A) They lied to us like they did in Oblivion
B)The system is buggy, in that its not perfect
C)Or simply the guards use logic to recognize that stolen horse; OR someone saw the character riding out of town on the horse, just after he stole it.

The way I remember it is he tried to buy the horse but didn't have enough monies so he stole it, and the owner chased him down, another article I remember said that they stole a horse with no witnesses and got away with it.
I very vaguely remember somebody saying they stole a horse and a guard stopped him, but I'm willing to bet he was lying, didn't realize somebody was watching him, it was an unfortunate bug, or he was just dumb. :v:

Should be a spell you can get down the road that allows you to wipe a witnesses memory so you don't have to kill everyone.

Skyrim should have a midnight release on steam right? Because I get home at 10-11 pm PST the night before the 11th. And a 1-2 hour wait for skyrim once I got home would just be awesome.
