Will home-made potions be properly priced? Like in Oblivion I would make a water walking potion that allows you to walk on water for 30 seconds would be valued at 40 gold.
But if I find a water walking potion that lasts 30 seconds that I didn't make, it would be priced at 140 gold.

It would be waste of money and only a few fish would be affected.
It'd be easier to cast fireball or lightning onto the lake anyways v:v:v
Fireballs don't work in water.
You could always just charge in there with a shortsword or use a bow.

But flames now burn through clothes of some enemies, why wouldn't lightning act like actual electricity?

Also, I don't think fire burns through clothes, they just get a fire affect around them and take damage like in the other games.
There's no aesthetic damage effect on armor/clothes/items/etc.
