If it has one, and that NPC can see the item, then do nothing. If they can't see it, and they could see it before, then have them go "What do you think you're doing? Put that back.", give the player a few seconds to get it back within their sight range, then have them call the guards. If you picked up the item between the guards being called and arriving (within reason, like if you take it then leave town for a few days without anyone seeing you with it it's fine), then it's theft, if not, the guard tells you off for dicking around with someone's stuff. Or maybe have the NPC move to try and see it, before they call the guards on your ass for maybe stealing their shit. Have their aggravation ramp up, first time "Put that back, please.", few seconds later, "What are you doing? Put it back.", third time "Guards! Guards! This man knocked a bowl off my table and won't pick it up! Arrest him at once!" Not gonna be perfect. But probably better!

I can't wait to see the mods for this. I always loved modding ES4.
Hopefully the scripting language syntax is better + they give it a bit more power, so we could make stuff like dynamic placeable buildings and refurnishing, or siege engines and shit. So we can have a mod that lets you build a town and have people who hate you lay siege, or something. Or so I can have my cabin wherever I want and have it furnished how I like.
Since multiple, rival factions have been confirmed as parts of the main quest, any word on whether we're forced to ally with one and fight the other, or we can choose our side à la New Vegas?
If I can't be Imperial Loyalist I will be sadden. Likewise if I can't not be loyalist.
