It is an IGN article, and take of it what you will, at least he has nothing but good things to say about Skyrim.
Not only that, but he is not a fan of RPGs and he still found the game to be entertaining.

Far as I can tell, Skyrim will use the RPG mechanics they put into Fallout 3, and while I don't hate it (considering they based that off of Fallout's own leveling mechanic) I don't think it's right for TES.

I believe when it comes out I will launch Oblivion and play that for two weeks to avoid internet spoilers at all costs, since it will probably take that long for my copy to arrive, knowing I ordered it from the US. But hey, it's a small price to pay for a (slightly) cheaper collector's edition.

Well technically that's what every game is. An RPG is a much narrower definition than that. In an RPG typically your character's skills decide the outcome of something rather than your own.
