Just because journalists didn't experience them in their incredibly short three hour play-throughs doesn't mean it's not there. Keep in mind they removed the main story for those demos and if you read the previews many of the players spent most of their time exploring away from npc's and ignoring quests and goals.
I don't think it's a matter of "This doesn't work", I think it's a matter of "Alright. We're nearing release, let's amp up press on the more interesting stuff to generate more hype." I'm sure we'll have the so-called "Radiant Story" system in Skyrim.
Skyrim is reminding me a lot of Game of Thrones, with the different climates and what-not. Mainly the snow areas compared to the plains.

Then I was reminded of the fact that my computer will not be able to play it.

Its a smart system, but its nothing highly complex or innovative and you will see repetition. Like I said, it's a good system, but people are probably overestimating it. There's going to be a bunch of "quest templates" with dialogue recorded for the potential quest givers, and throughout each dungeon (or likewise, area of landscape) there'll be "quest elements" hooked up, such as spawns for enemies related to the quest, a spawnpoint for the "subject" of the quest (kidnapped victim, family heirloom) So when you walk into a town, the game will fire off a new radiant quest check, the game will check what npcs are nearby and make sure they fit the race profile and voice of the quest giver's dialogue, then it'll look for any "quest elements" nearby and will assign the subjects of the quest to them. At its core its just an interchangeable quest system. Its a quantity over qaulity thing, none of the radiant quests will be spectacular, but it's unlikely you'll ever play the exact same radiant quest twice... they'll always be with a new subject and in a new location and given by new people.

I know the game will be amazing and it's not out yet so it's too early to start thinking this way, but honestly in a year or two we'll be making fun of Radiant Story (and probably many other elements of the game) just as we do with Oblivion.
