The whole code part of the source engine isn't even 30MB, and the unreal engine is around 50MB without external libraries. It's textures, models and sounds that take up the most filesize in a game, and these can be re-used a lot. And don't forget the engine and the game with content are two separate things, calling textures and models an "engine" is wrong.
Just cause 2 was 6Gb big, compared to the JC1 who was 8. Just cause 2's landmass was 256 sq kilometers.
