If your PC specs are higher than the minimum requirements, then you can run it.

I have pre-ordered many a time from Amazon, never selected the super fast one, the only time it was ever REALLY late was with LA noire, where it was 6 days after release. All the other times it has been 2-4 days

The 5200FX BARELY supported DX9.
I ran Oblivion on single-digit FPS when outside with my 256mb one. My FPS never changed to matter what texture settings I used, but I did get double digit FPS when inside areas. :D

They looked fine in Oblivion imo, I loved how your appearance changed in function of the amount of days spent without drinking blood. Seeing your face decaying and getting skinnier and skinnier was really interesting and immersing.
It would be awesome if the dreams actually were dreams you would see and maybe interact with.

I think it was hard enough to make a guy who didn't look like he had birth defects in Oblivion, then vampirism comes along and takes a shit on your face, then you look like a shriveled up rhesus monkey
I'd rather vamprism just pale your skin, make veins visible in your face and body and change your eyes (including slera) to a blood red color or something. They should make you look scary instead of just making you look ugly.
