What people need to realise is that DirectX is just an API, an Application Programming interface, used so that programmers can write programs that interface with directx rather than writing them specifically for one set of hardware, excluding most people from playing the game. DirectX doesn't make the game look better. DirectX versions might offer better performancedue to refined programming, or maybe support for slightly more advanced features (like tesellation or antialiasing in games that use deferred rendering) but even if the new features are utilised they're not going to completely change how good the game looks. How good a game looks depends entirely on the assets that the developers create for it. As long as the rendering engine can display them properly and load them in without crashing and burning, the only thing that will affect how good the game looks are the models, textures, animations and shaders that the developers create for it, which for the most part are NOT limited by DIrectX version. People use DirectX 9 because they've been using it for years, it supports all the things they want it to support, and every piece of hardware from the past 7 years supports it. And there's also the little matter of the 360 using it.

It's not a console port, the PC version is getting developed at the same time and not left to some other team to port 3 months later. Obviously they will think of console audiences first when it comes to technology limitations because most of their audience are on consoles.
The dragon spells are very specialised and have a cooldown.
Crossbows would require a shitload of balancing and don't fit with the viking aesthetic of the game. Stop expecting every TES game to be like morrowind, every province has its own aesthetic and it just so happens Morrowind's been blown the fuck up.
Undoing your asshole design decisions =/= simplifying the fuck out of the game to appeal to the CoD players. The previous games' class system, for example, was terrible, you could easily screw yourself over for the rest of the game if you chose the wrong things in character creation.

Can't even open the game probably.....MAYBE just maybe all low. at like 6 fps though. Try getting SLIed 590s that might make you run medium at 30 fps.
