Yes. They will either put the key into your steam account themselves or you can do it with a VPN. If you do choose to let them do it I would make a throwaway password. It's not that they're not trustworthy, it's just a precaution for any sort of online dealing like this. A few of my friends use Intkeys so I can say it's trustworthy. If you are feeling unsure about it you could just use a VPN to fool steam into thinking you're in Russia, although I'm pretty sure this is against TOS.

The Empire exists, but its falling apart in the time Skyrim takes place, since no one knows how to decide on a new leader. Its what inadvertently causes the Skyrim civil war: Some of Skyrim's populace think it best to leave the Empire, while others think its worth fighting for. This is all background info so no spoilers.

Actually, STEAM makes you choose your location you live at during your first registration, doesn't matter if it is a Russian key or not, if STEAM is set to America or UK for example, it'll validate through as UK or America versions, etc etc.

Don't fret, because I've actually bought a key before that was Italian, used it on STEAM, came up as American version. Game was Bulletstorm.

Even Origin works this way.
