i'd love to buy a couple people skyrim but i should be saving for a car
Now that we are back on the topic of computer specs
should i run skyrim well? at least above medium?

Bethesda games never had that, though I believe Fallout 3 had a multiplayer mod.

Because of balancing issues and too much work. The fact that the AI and quests are all based off of your skills/certain stats of your character is enough to deter even the thought of including it.

Also, you know, I could get all perks in FNV with cheats, max all stats/special points too
imagine that in co-op. you could literally tank anyone and anything just by punching it.

Exactly, another area of balance. The fix for that is forcing players of specific level brackets to play with each other, which defeats the purpose because you want to play with friends.

Couldn't they just base it off of the host of the game?
Like, Player A invites Player B as their companion, and the game would just go off of Player A's stats?

The issue of that is the game is specifically made to be SP, making it multiplayer means a good overhaul on it.
Though, JC2, Oblivion, FA3 had it... still.

I played FNV hardcore mode with insane weight rebalance, bleed out, damage increases for all guns, ultra realism. I'm going to try the same with Skyrim.
I don't think anyone would enjoy playing it my way. It'd be fun though.

Then restrict the available quests for the level 32? If Player B hasn't done so-and-so quest, it should tell Player A that Player B has not finished that certain quest yet.

If Player A doesn't want to fight lesser monsters because Player B is a low level, then don't invite Player B?
The whole idea of playing co-op with someone is the fact that you want to play with them, regardless of what level or rank they are.
plus if they add MP and it sucks they get a shot reputation
and it would suck, like spek said, they're hand crafted to be purely for one.

I like to be able to be in control of my own experience and not having the chance of having a friend screw stuff up in this kind of game.

Player B is Player A's best buddy ever and they really wanna COOP but Player A is going to have a shitty time due to that system. Not to mention Player A is going to shit all over the enemies. It would be like having a god companion tougher than you stealing all your experience and loot.

Coding a co-op capable game is an extremely different task than a singleplayer only game. Bethesda have chosen to make skyrim and the other ES games singleplayer.
IMO, keeping it singleplayer is the best move. It lets them focus much more on the story and experience, rather than balancing for multiplayer and working on such mechanics.
You could just have a single player character and a co-op character. I did that with dead island

There are a lot better games to add coop to than TES games... but coop in them would be cool too.

or one of the players gets the "lulz' and cheats for max stats and perks and everything, then plays with him, and nukes everything in sight,

They could, you know... only play with each other in the first place? That argument can apply to every single coop RPG game ever.
just get a mod if you want MP
I've yet to see a thread about a single-player game that doesn't have a debate over the addition of co-op or multiplayer, why does everyone suddenly find the need to include it in everything?
