Not necessarily. The reason the pre loading could be coming so late is that they're waiting to finalise this patch for release on Steam. They could also just add the patch onto the preload before release.

No we can still preload v1 or if we're lucky we can preload v1.1. But yeah patching will suck if it decrypts then HAS TO patch.
