Bethesda has done a wonderful job with making their NPCs living characters in a vast world. What you want is true Artificial Intelligence that perfectly mimics human behavior. But that's nearly impossible with current generation programming especially for a video game to have dynamic ai that number in the hundreds to thousands.

You know what I just realized? Where the fuck is Esbern? Max Von Sydow voiced the trailers and they were parading him around at the beginning like the new Patrick Stewart, and now him nor his character are anywhere to be seen.
