Download it. Your using the australian IP of your VPN.
Steam thinks your in australia. And voila, you can download it. Make sure your VPN is still on though.

Dont sure if steam bans for this stuff if you turn off your VPN. I still need to wait for my keys at intkeys.

So I managed to get a retail preorder which was cheaper than steam.

Today I got a mail from them saying they couldn't send my order because bethesda has sent less copies than they promised to all retailers in Norway.

They gave me the choice of a digital copy, wait for the next shipment or pick up at my nearest store.
So, basically I have reserved a copy at the store. I am very happy about this.
