A VPN can route all of your internet traffic through a server in a different location, resulting in a different external IP. This tricks steam into thinking you're located elsewhere, and since the release is staggered by timezones, you can get the decryption key earlier.

There's no mod/data folder.

Then again, it could just be because the preload only downloads the installer and the files needed, and doesn't actually install the game. That's probably it.

We just went over this before, I don't have the link handy ATM, but people have gotten their accounts suspended, (can be reactivated) not banned, for using VPNs, but then again, I don't care what people do.
