Step one:
Please ensure that the vpn client is downloaded and the appropriate driver is installed. To verify, you should see the following on the program when you launch it:

Please note, that sharing the password with others while you have control of the VPN will result in the following:

-Anger
-Public Humiliation
-Possible Death Threats against you and your family and pets

Use TCPView to close the connection to that steam server and that forces steam to use another server. Keep doing that until you find a fast server.
