Isn't Steamworks the Publisher's choice?
I do believe DRM is, and Steamworks would be classified with DRM.
If it is Publisher's Choice, then that means BETHESDA chose to make New Vegas Steamworks, and they included the CD-keys with New Vegas to activate on Steam, so it should be safe to say Skyrim will be too.
Unless I am mistaken about it being the Publishers choice, I mean the developers would need to incorporate it into the game themselves depending on which features of Steamworks they want to use.

Considering Morrowind and Oblivion were just given Steamworks features I would say Skyrim has a damn good chance as well.

Steam Only =/= also for Steam.
You can't activate it because Bethesda STUDIOS usually does not use CD-Keys.
F3 was not Steam Only, so it was not Bethesda SOFTWORKS choice.
You can ADD it to your library using the usual "Add non-steam game."

I don't know why people say Oblivion's story is bland in comparison to Morrowind's because they are pretty similar it's just that Oblivion's starts out bigger than Morrowind's "be a little errand boy for a man with no shirt". Oblivion starts with saving the last heir of the Empire who's the new hope then investigating and "infiltrating" a cult. Morrowind starts with you investigating two cults. Oblivion has you winning the respect of the governor's of the land to stem an otherworldly invasion. Morrowind has you doing fetch quests and bribary to get people to recognise you as who you are even though you have irrefutable proof you are who you are in ring form. I'm not sure how Morrowind's story ends (although I'm getting there) but the only major difference in how it is told is that you read books for some of the information unlike Oblivion. Martin also gets a bit of character development unlike none in Morrowind where everything is about you and your destiny and only Casuis No-Shirt stays in the story for any length.

Not for Fallout 3, but New Vegas was Steam Only, and Bethesda published that game as well.
New Vegas was made after Fallout 3 (herp derp), so their choice could have changed.
As @Painseeker said, they also added Steamworks FEATURES to Oblivion and Morrowind, why would they do this if they didn't want to use Steamworks? :S
And the reason that they didn't add those Steamworks features to FO3 is because FO3 is GFWL.
I don't see the big deal of what category the skills are in. I've played all kinds of crazy hybrid classes without any problems whatsoever.

I have an HDMI input with my TV as a second monitor. My setup for Skyrim is playing on TV with the Xbox 360 controller. Best of both worlds.

There'd be no point to it. A longbow is made so big to allow a very large pullback.
Composite bows are made small and highly flexible to allow a similar amount of pullback jsut by bending to a huge degree. If you made a huge composite bow, your arm length would only allow you to pull it back about half way, and the rest of the bow strength would be wasted.
Composite bows are effective because they are under a high amount of strain at full draw, so they snap back quickly and can send lightweight arrows moving really fast. longbows and warbows snap back slower, but have more draw strength so they can use heavy oak shafts and bodkin tips.
How does this effect tes? well, logically small horsebows and such should be the bows ideal for assassins and thieves. Less damage, but they can fire quickly and accurately and are useful for sneak attacks, wheras warbows could be used as a medium range weapon to take on armored opponents in combat. That is assuming that Bethesda is being intelligent about it, they may just make the bow selection bland and boring again :(
I for one would like to see a variety of bow styles (horse bows, longbows, warbows, flatbows, short bows) rather than just "glass bow, iron bow, etc" archery was very monotonous in oblivion.
Composite bows make more noise than war bows though
