Okay i've figured it out, there's something about skyrim that basically makes the shadows look blotchy unless you look at them from a certain angle; I don't get it, I think it's to do with LOD because I managed to double the shadow resolution, but unless looked at from specific angles it still looks like they're console shadows... more than halved my frame rate at that though so not recommended to do so

i logged into steam, turned on the vpn, waited until i could decrypt, did all that, put steam in offline mode, and turned off the vpn.

also yeah the game is a pretty meh port, in terms of performance and everything, it's well optimized; however just a bunch of simple things overlooked (like the FOV, and blotchy shadows at maximum settings that really should be just a bit better, obvious when looked at from very certain angles because suddenly the correct shadow resolution kicks in, then you move and it breaks again for some reason) and mouse acceleration on by default... Still enjoying it, just small caveats or whatever
