If you're using a Giftcard such as Vanilla Visa or that mastercard one, you need to go to their site, enter in the card number and it will give you an option to input your zip code. When you purchase things online, they often recognize the giftcards as Credit cards. Basically, they will check if your billing address matches the info on the card. With gift cards, there is no billing info, so you will just need to use your zip code. I'm not sure what problem you're experiencing, but if your payment is constantly denied, this should be the fix for it.

People have done it for Battlefield 3 as well, no one got banned. And what if all those people just visited Australia and coincidently used the same PC in the same internet cafe to activate Skyrim?
