You should really dual-boot it with windows 7 if you plan to do anything serious on your computer, at least until 8 is in RC status.

I was planning on dual-booting, then 8 went all fuck that and didn't bother putting 7 into the bootloader.

You can read the [url=http://store.steampowered.com/subscriber_agreement/]Steam Subscriber Agreement[/url], there is nothing about region unlocks or usage of VPNs. The only reason for terminating your account is cheating or illegal behaviour:

Using a VPN isn't illegal, as pretending you're in a different country is a very specific use of them. They are used mainly for accessing enterprise networks and providing extra security.

To be on the safe side, you can back up the Skyrim folder in [i]Documents/My Games[/i] when you stop using the VPN.

The saves are stored locally, steam only replaces missing ones (Or old ones) with steam cloud. You have nothing to worry about.
